It is expensive to run for office in America, so I'd say the bias towards insurance company subsidies is bipartisan.
For example, if a small business buys health insurance, that is tax-deductible, but, if a small business pays for actual medical expenses (doctor visits, prescriptions, surgeries), then that is only partially deductible.
