What is average CPM rate for 300x250 banners at tubes nowdays (placed next player)?

We're getting contacted by numerous small brokers who wants flat rate, while it's not a good deal at all, although understandable this is the only way they can make money from such spots.

And we have to deny such offers as they're bad for both - their client and us.
