Sorry, but this is incorrect. The Japanese govt isn't blocking tubes, and if anything is blocked there, it's most likely the site owner doing the blocking.
Redtube, Tube8, Pornhub, Xvideos, YouPorn, Xhamster, Empflix, etc., are all 100% available in Japan.
As for file sharing, it's legal as long as you aren't sharing anything illegal.
