It's opt-in by default and you need to opt-out manually.
And the link to Buzz is ALWAYS there in G-Mail now.

i don't think Google will ever come such low to opt in people automatically. i got the buzz yesterday, been using gmail throughout the day then got my session expired which offered to log in back, at that point Google presented two links: join buzz to see what's it about or skip to using regular gmail. I opted to check out buzz and while in there Google presented options to what and with whom I want to share and follow. I don't feel I have been auto opted in the buzz and all my accounts have been shared with anyone without my consent.
on the other hand Facebook auto signed me in because someone out there imported their mail contacts and Facebook feels that they need to create an account for me and bug to update my profile on a constant basis
