The 'phase' aspect is alot like Atkins for sure. But from what I read, this diet concentrates more on the 'good' types of carbs and keeping control of your insulin output (ie: spikes) by avoiding processed white flour and adding more whole grains to your diet.
I think this is definitely the way more and more diets will go.
I'm preggers right now, so dieting is out....but I have completely elimintated white, refined flour out of my diet in favor of whole grains, whole wheat or rice pasta etc....lots of organic stuff too. Also little to no sugar, and zero caffeine.
The less processed the food you eat is, the better for you IMHO.
I'm bookmarking the diet for when I'm ready to lose this baby flab (and the extra lbs I had before this too...lol)
