I dont work on the content side of things so I dont know how this works.. Does she need to publically disclose that she is HIV positive? Even if she's "retired" from the industry?

Not sure if she has to "publically" disclose this information, however if she has HIV and is still actively hooking I believe she's at least bound to inform her client and use a condom, otherwise, she (or any infected person) can be charged for Assault with a Deadly Weapon and Intent. At least in most states.
I hope for her sake and health (and health of others) that this is just a bad rumor
