In the US, there is no state where this is legal. Even in California, technically POV is still considered prostitution but no one ever gets prosecuted for it.
According to the seminal case making the production of pornography a protected First Amendment right in California, People of the State of California v. Freeman, the one fact the court hung its hat on so to speak was that Freeman, the producer, was not actually receiving sexual gratification for his money. He was paying other actors involved in the sex acts.
