My mother in law stayed with us for 2 weeks after we had our first baby and she was a big help. You do need to set boundaries and determining the length of her stay may have been a good idea but you went about it the wrong way. You should have asked how long she wanted to stay for not tell her in a professional way that she is only welcome for 3 weeks. I can certainly see how that would offend her.
We asked my mother in law if she would take care of cooking, laundry, and grocery shopping while she stayed with us so we could concentrate on the baby. She was fine with that but I don't think she would have done so if we did not specifically ask her before she stayed with us.
