For example, did the receiver lose the check or simply forget to cash it? They can expect to pay a fee.
Did the check never make it to the receiver? Fees will usually be waived.

Thanks. That's what I figured.
I accidentally put 2 cheques through the wash ... I spent about 10 minutes picking out the pieces and found I think enough details on each to be able to identify them.
