That was common back in the day. I've known program owners on this board that would purposely tip-off the IRS on their affiliates to get the % reward. Or hold back a large % of their payment until a divorce was settled and then charge a % fee. I even know one webmasters on here that earned great money for years and then walked into the IRS with a list of webmasters to audit to get his delinquent tax bill reduced.
