Can someone explain the TGP business and its profitability?

Example: You do paid advertising on overture, google, etc.. with a good return on investment to your sponsors.

Question: Would your money be better spend on purchasing a TGP with lots of traffic but questionable conversions or paying for the relatively more expensive paid advertising but with more potent and proven results?
