I've used Dell in the past and have been happy. However they seem a little steep on prices at the moment, and shipping takes too long for some customizations.

Any other suggestions? (I don't want to build it myself)

Best Buy has everything loaded with Windows 7. Any national chain stores offer XP Professional 64-bit on their machines?
