Russian jews often wear white ones.. also called kepars. (kee pars)
At a service (like mass), however, orthodox Jews will in addition wear two small boxes, one on their forehead and another on their left upper arm, tied on with leather straps. Each of the boxes contains a small portion of the Torah (first 5 books).
