I'll have to agree with this.
With 15 pounds of compacted feces in your colon, you'll die without surgery. Not in a few years, but in a few days. With a *lot* less, you'll still be experiencing diarrhea, vomiting, possible rectal bleeding, etc.
The claim is based on the idea that meat contains very little dietary fiber, and that a lack of fiber in your diet has a good chance of leading to constipation. Even then, however, the amount will be far, far less, and you'll typically have bouts of constipation instead of constantly having a large compacted mass present.
Moreover, if you eat meat but get the necessary fiber from other sources, you typically won't be having any (regular) problems at all.
Now, the word "rotting" is especially misleading. Rotting refers to decomposition of organic matter - something that is
supposed to happen in the colon. In fact, a healthy human will have more bacteria in his colon than he has cells in his entire body. More than half of your feces consists of bacteria, and the bacteria in your gut serve numerous purposes like aiding with digestion, preventing disease, producing vitamins and hormones, etc.
In short, the "15 pounds of rotting meat" claim is complete and utter bullshit. Its only link with reality is that not eating enough veggies and thus not enough fibers can lead to constipation.
