Keep in mind the actual website could be altered to deliver different things to different people.
I remember one time I noticed a website we were reviewing had a tricky server-side virus.. Basically it laid dormant, and after about 5 minutes the page would refresh on the same domain, and the page would look the same. However there was an extra /a/ in the URL, and the links on the page went different places. Skimming traffic basically. This could be similar, except handing certain people off to the hack while still seeming normal to other people. Perhaps country restrictive or something.
