The flash player has nothing to do with the server load, since it's just downloaded by client and run locally.
Why is your host complaining that you're using too many resources on a dedicated server? They shouldn't care unless they're sharing your server with another client who's complaining about speed issues.
You have nothing on your site that should be using so many resources. In fact, even if you have cache off, it shouldn't be too bad. Have you tried W3 Cache? Try using their memcached feature, it will be noticeable how quick it is and how low cpu usage is.
