Guess I should clarify, that last part doesn't seem real clear.
They reported those numbers as cases of swine flu without using the tests. So if 100 people came into his office reporting of flu like symptoms or using the words "swine flu" they treated them as having swine flu no matter what. Therefore if they HAD run the tests they might have found that less than half of those people actually had the swine flu and would NOT have reported an extra 50 or more people that really didn't have it.
I think it is things like these that are blowing the numbers up and making it look worse than it is.
