If your dream is to shoot content then maybe you just focus on that for now. Build up a library of videos and stills and then try and sell them to others or market them yourself.

Just get releases from all of your talent and crew and plenty of ID's.

Offer to pay your models and actors what you can. Work with people who will work within your budget.

You should consult a lawyer who specializes in adult entertainment so you know what you need to do and your risks.
