I have a little kitty next door who looks to be about a month old and does nothing but meow when I call for it. He stays in the thick of the thorny bushes so I can reach him, but has definitely eaten the food I put out.
Put out water instead of milk, you don't have to worry about it going bad and cow's milk isn't too digestible for anything but calves. You can get kitten formula at the pet store if you think its that tiny, but water would definitely be more appreciated and digested better.
