I emailed Globill about this, asking if it is there policy to process for these types of sites. Apparently they must have received a slew of alerts this afternoon.
Here is the response I got from Globill techsupport:

..... we were also recently alerted to the site by our review department and from a number of anonymous complaints. We suspect the content was recently changed as we would not activate such a site. We periodically re-review activated sites for just such situations. This site has already been blocked and their signup page is no longer functioning through us.
