If i am reading you right you dont need to set up a server.
To start a room just enter the name of a room that dosnt exist.
/join #mynewroom
You can do this on any server
Remember that as soon as the last person leaves the room it ceases to exist.
You can get a "bot" to keep the room open - I think it is called "w"
but I could be wrong on that last bit
