Admins complain a lot, not just about 'cheaters', but about people in general who don't follow the rules. Well, Jesus Christ, when every site has its' own variations on 'the rules', then you can't expect wm's to read all of those rules; there's simply no time, unless you're rich already.
If admins want everybody to follow the rules to the letter, on 500 different sites, then they need to start working together and settle on 1, or a few, central rule sets.
If you stick your foot out in the road, a car is going to run over it. You can't blame the driver for your insanity.
As long as there are assloads of zany rules out there, then no one will bother to read them. Unfortunately, being blacklisted on a small percentage of sites is acceptable; it's like a business tax; it's just 'part of the biz'...
I'm not trying to encourage people to break the rules, I'm just describing reality. If wm's could somehow be forced to read all rules before submitting, NONE of the lower traffic sites would get any submittions.
