you don't need any special dvd blanks to burn dvds on your computer. any dvd-r blank would do.
the only thing that makes a difference is the wwrite speed. i believe the fastest ones out there are 4x.

now if you're makin a dvd for mass replication you can either have the master on a DLT Tape or on DVD-R Master. but you might want to call your replication house and ask them what format they accept as master. but nowadays most of them will accept dvd-r masters.

as far as software goes, if you're not on Mac, definitely go for Sonic DVD Authoring products. go to sonic.com and check em out.
