Not harsh at all. This is reality. Those 5 star hotels and resorts are sitting 40% - 60% empty. The top quality restaurants are mostly empty too. Minus the new shopping mall there, all the others can hardly stay in business. The Avenue mall hardly has any stores left once you get past the restaurants in the front.
You can not turn a whore into a housewife, and Pattaya is a whore. It is what it is.
