And on the ROI point, a program can buy traffic to their sites, and if it convert it converts, but in my experience it doesn't affect what's earned, or not, with the prejoin API, since you wouldn't necessarily be buying traffic for those joins, but rather to your own sites.. the prejoins are just gravy.
