Does the broker need copies of all releases and IDs to be fully compliant? .... or can he just pass the responsibility down to the producer?... or worse yet, the producer's agent...

A very good point, how many brokers just list some shooter 7,000 miles away as the CoR. Very reassuring while the leader of the pack is eying your rear end. Read scenario (1) from above.
