In the US no run of the mill medical care worker has mandatory HIV testing. Urging people with the sniffles to stay home is NOT the same as telling them they are fired if they do not. I'm in the Netherlands, but mandatory vaccination and testing before being allowed to perform exposure-prone procedures is pretty common around the world, as far as I know.
It only makes sense, to be honest - you don't want a patient to be infected with an incurable illness if a clumsy surgeon nicks his own hand during an invasive procedure.
