toss up some quick but poorly built homes and buildings and call it low income property. then go to some big company 5 years later and tell them how important your land is worth and there may be oil under it, then sell it for billions!
oh wait, Chicago already tried that (minus the oil part) with the Olympics and it didnt work... nm
