hey guys

I need to set up a company in the eurpoean union. Although country doesn't matter. I do not have citizenship in any of these countries but know it's possible without. So it bring me to my question. What is the easiest country to setup a business with? can it be done online like Canada and the US? Could someone point me in the right direction?
