That's what I think. If the US has a spat with Morocco, I'm sure The President is presented with military plans about how to neutralize Morocco, which he then flings across the room.
The President can't solve every problem militarily. However, I'm sure that N Korea and a lot of other difficult countries looked at how easy Iraq was (Iraq having one of the strongest militaries in the Third World) and made a brown spot in their shorts.
