No one said that a script based solution was wrong.
The assertion that .htaccess does not work is wrong .
By not invoking the script at all you remove the server load of calling it in the first place. Personally I perfer blocking him that way since I can simply block him from spidering any page on my domain. If your server setup does not allow a .htaccess based solution does not mean that is true for everyone. It simply means based on your setup you have to go through other methods.
In my case I put the ip in my banned list , he's gone. I pour through server logs for 10 domains and there is no evidence he's geting through on a banned ip.
