i use vegas 7 & had the exact same issue. give this a try, it worked for me.
when your video is on the timeline, right click on the video & go to properties. you should see a checkbox to "reduce interlace flicker" check on that & re-render. it worked magic for me.
not totally sure your vegas, which is more updated than mine, still has this, but i think it should. GL.
