You cant.. the picture gets fucked if resized before deinterlation.. any software I have used deinterlaced the video before resizing it. If you resize interlaced video and the output stays interlaced then I am sure the software deinterlaces it first then interlaces it back, although I have never seen that. Keep dreaming..
