I dont have any experience hiring a program rep so let me say that first and foremost. I do however have experience hiring full time employees for adult work.
I would probably say a base of 1k plus performance bonuses and then after 6 months have a look at their progress and adjust their base as needed. By adjust I mean up btw, if you have to lower it then they probably arent worth having around on a full time basis anyway.
If they had unique experience or large contacts where you can see immediate results then I would start them up higher on the base pay, and prob adjust down their bonus a bit.
