No, that would be shaving, depending on how strictly you want to use the term.
You can set it up like;
"http://refer.ccbill.com/cgi-bin/clicks.cgi?CA=001-0000&PA=777777&HTML=http://www.site1.com"
"http://refer.ccbill.com/cgi-bin/clicks.cgi?CA=001-0000&PA=777777&HTML=http://www.site2.com"
The affiliate gets credit because the cookie will still be set for the corresponding id's.
I could be wrong though, makes more sense to ask ccbill first.
