From a marketing perspective, its a very hard sell for a webmaster to promote someone at 20%. Even if you do convert 1:200 versus a 1:5000 site, its the mentality on convincing someone to send traffic and I can tell you when I see 20%, I move on. And I can assure you a lot of webmasters have this mentality as well.
