One of the reasons we stopped issuing license during purchase is because we have 30 day exchange policy and that make created lots of problems so we changed the policy to issue the license after 3 to 4 weeks after the purchase to make sure there are no exchanges. This has worked much better for both the customers and our company. However, anytime customer contacts us for an agreement before the wait time we do issue the license.
Again, I am sure either your emails have gone to our spam folder or somehow have not gotten to us, I am sure we would have taken care of anything you asked for.
