I see what you're thinking. It is entirely possible that it could be used for more operations, but the mere fact that we want to have troops there doesn't prove it. It isn't exactly unusual for a country to leave forces behind after a conflict. Let's assume the USA has no intention of going after anyone else in that area of the world; we would still be likely to set up operations there and leave people behind to man them.
There has been an awful lot of talk about Syria, though, so maybe that really is what they have in mind.
