The number is meaningless, people are protesting it not because of the number of appointees, they've latched onto/been whipped into a frenzy about the "czar" title, thinking it's connected with Socialism. Otherwise, most probably wouldn't be focusing on it, they'd be focusing on an issue that's more pertinent.
