Actually I think he said waste from medicare and a "tax or fee" charged to existing plans will pay for it. He kind of brushed over it, but he did mentioned that there would be some kind of fee that would be put on all insurance plans that would go towards paying for it.
but I agree with your original statement that it seems a little far-fetched that they will be so diligent and scrubbing out the waste from medicare that they will be able to fund this new program and somehow magically it will not have any waste.
I guess if they end up passing just some laws and reforms the cost of the new plan can be pretty small, but if they add in the public option which it sounds like they are hellbent on doing then the cost could go up pretty quickly.
