Cyprus works, so does Stockholm, Sweden too. In Sweden they don't dub movies, so you will always hear the original actors voices with subtitles below. Larger European countries put in their own voice-actors making it hard for an English speaker to follow along as there are no English sub-titles for the most part. The same goes for movies on television and american sitcoms. In most mid-large European cities you can get English newspapers, either flown in from London early morning or as reprints from a local press.
In Sweden, Denmark and Norway people know that they live in a small country, speaking a small language. So they all learn English from a young age. Most will be at least decent speakers, but don't expect too many "high-level" discussions.
