Anything can be done, but you still need better motive. I had some submissions, where webmasters were embedding infringements from other tubesites - with their own ads around it... ok, they did not have to do the work of uploading and hosting it themselves, but they were still assisting to infringements.. AND make money off it.

It's not good business". If I see infringements, I tell my sponsors about it, so they can deal with it. You - and everyone else - should do the same.
