Remove Power Supply. Remove Battery and let Stand for 20 minutes unplugged and BaTTERY OUT.

Return Battery, Plug in Power Supply and push START BUTTON.

It should Work again.

If that does not work ,and its no longer under Guarantee: Take out the battery and close top; run over with SUV TIRE and send back to HP . These Mini s are mostly Junk and poorly designed. The only ones that pass muster are the IBM LEVONOS they ROCK!
