look at where he is parked he is in the white, he should be up ahead more where people are GAURANTEED to be looking, not everyone would be looking in that section because no one merges at that sharp of an angle.
the cop 100% should be up more where the line starts to connect fully over (where you are allowed to pass into your shoulder for what looks like a turnoff.
