No, Jact, it is not a conspiracy to ask a question, no matter how stupid the question is. It's the difference between "can I?" and "I will" do something.
A conspiracy is when I say "Hey, I am going to rob this bank, but I need some help. Will you help plan it and help rob it?" But even then it's not a conspiracy until you say "sure, I'd like to help with that."
