He's Joe fucking Francis...at this point he's either one of the most "picked on" people in the history of law/law enforcement or he's plain and simple guilty of a lot of shit. Yes I know the IRS goes after tons of people that aren't guilty...I just don't think Joe Francis is one of them. If you do, go find and meet the guy - he could use a friend.
