no more than you saying its legal makes it legal ..
If i witness someone chopping off someone's head , it doesn't make it illegal just because i think or say its illegal , its illegal because there are laws against murdering people.
so its okay to commit illegal acts as long as you attempt to make them legal after you have comitted illegal acts..
