heh thats standard procedure for an asskicking, in laymans terms its his way of saying " if anyone is watching i am beating him because he is resisting
" the tipoff is when they say it very vry loud. The guy is right next to him, they could whisper it and he could hear it. They say it loud so we can hear it
and maybe to drown out the voice of the suspects cries for help/ yelps of pain as he is beaten
