Being on the ground does not necessarily correlate with compliance. Compliance is when one obeys the orders that are issued. Once a person resists and continues to resist officers have a legal obligation to pretty much do what it takes to get one to stop resisting and in fact comply. If I were a cop I would not get down in the mud and blood with a non compliant persorn but instead I would use my taser...pepper spray and baton if necessary. BTW...they are now getting tasers that can fire multiple times instead of just once.
