Basically proposing increasing a regressive tax, that's my guess.
AZ is a conservative state though with Rs all the way through executive and legislature, so they have the ability enact policy.
CA is in a state of paralysis b/c of having too much direct input by the citizenry on issue after issue.
As for the economists of the Tax Foundation -- well of course any study from there will show whatever is in support of cutting taxes for the rich lol.
